Style of Play:
In PVP you play as a striker and a buffer.
You can deal 'pretty good DPS' (TR level) if you can buff your Critical Chance high enough and that is the biggest barrier a Conqueror will face since it is very weakly boosted by Feats, and nothing at all by Ability Scores; you will have to increase it from somewhere else: Savage enchantments, Boons, equipment focused on it, etc.
With Into the Fray you greatly boost damage and speed for your entire party, it's very good when you want to overwhelm your opponents in a contested node or speed up your comrades to the next. Lunging Strike will make you get close to your foes and Bull Charge will Prone one of them. Since you are slow you hit with few big hits, Lunging Strike and Bull Charge are your best friends.

In PVE you are the primary party buffer and a decent tank if you can benefit from a good Negation enchantment and high Defense. Obviously a Protector far outdo you, especially in boss fights where his Capstone shine.
You can play multiple roles... you can play as a tank or as an off tank; clearly you are better fitted as an off tank... far better than a Sentinel if you ask me. As an off tank your role is fairly different, you are preminently a buffer and then a damage dealer. You can deal High damage, like an HR or a TR but you are also slow. Lunging Strike somehow limit this gap. Key for good damage dealing is to feature both Combat Superiority and Shield Warrior's Wrath. When you raise the shield and get hitted you will begin to see the benefits of the latter, it will buff nicely your DPS. Weapon's Master Strike is the Power responsible for the majority of your damage in a dungeon run (great AoE).

This build can be problematic with badly equipped players, when playing as a tank you can have up to 20% less mitigation than a Protector so with less than good equipment you can fall down easier, you really want to hang around with multiple controllers (a CW together with a TR/HR for example).

DPS:
Low to High (High in party PVE as an off tank or against a Boss, Low in PVE as a tank, High soloing or in PVP).

CC
:
None to Low (Low in PVP and in PVE solo, None in party PVE).

PVP
:
High performance but only if geared, a Protector can be more effective with a low Item Level.

Buffs:
High.

Mitigation:
Medium.

Heroic Feats:
Action Surge (5), Strenght Focus (3), Toughness (3), Distracting Shield (1), Armor Specialization (3), Powerful Attack (5), Weapon Mastery (3)

Conqueror Feats:
Improved Vigor (5), Take Measure (5), Wrathful Warrior (5), Jagged Blades (5), Staggering Challenge (5), Tactical Superiority (5), Menacing Impact (5), Reckless Attacker (1)

Tactician:
Fight On (5)

Powers (solo PVE or party PVE as an off tank or PVP):
At-Will - Weapon's Master Strike (very high AoE damage) OR Crushing Surge (useful against players in PVP, fast animation and solid damage, it will make you recover a bit of HP on third strike) (rank 4)
Encounter (1) - Lunging Strike (high damage, it shortens the distance between you and your foes, boost briefly your Damage Resistance) (rank 3/4)
Encounter (2) - Into the Fray (your best Power, period. It boost greatly your party DPS, you included!) (rank 4!)
Encounter (3) - Anvil of Doom (high to very high damage, especially against foes with less than 40% HP) OR Bull Charge (decent damage + Prone) (rank 3)
Class Feature - Combat Superiority (it boost your DPS) (rank 3)
Class Feature - Shield Warrior's Wrath (it boost your DPS after blocking attacks, it stack up to 5 times) (rank 3/4)
Daily - Villain's Menace (decent damage, it will boost your damage and will also boost you Damage Resistance) (rank 3/4)
Daily - Fighter's Recovery (when you strike you regain some HP in proportion to the damage dealt) (rank 3/4).

Powers (party PVE when tanking):
At-Will - Weapon's Master Strike (apply your Weapon Enhancement Enchantment debuff to multiple targets) OR Tide of Iron (it lowers foe's Damage Resistance, also it will make you recover a bit of Stamina; to use only against a Boss) (3)
Encounter (1) - Iron Warrior (it regenerate your Stamina, a shortcoming for a Conqueror, it also raise your Damage Resistance and your attacks will generate more Threat) (rank 3/4)
Encounter (2) - Into the Fray (your best Power, period. It boost greatly your party DPS, you included!) (rank 4!)
Encounter (3) - Enforced Threat (Mark your foes, they will attacks you instead of your mates; it will also regenerate your Stamina) OR Knight's Challenge (to use only against a Boss, it will double your damage against it and will halve its damage against your mates) (rank 3/4)
Class Feature - Steel Defense (for five seconds you will be completely immune to damage, when you will need to recover your Stamina or will be in a dangerous situation it will be a life saver) (rank 3)
Class Feature - Shield Talent (You Guard will consume your Stamina slower) (rank 4)
Daily - Villain's Menace (it will boost your damage, useful against a Boss) (rank 3/4)
Daily - Fighter's Recovery (when you strike you regain some HP in proportion to the damage dealt) (rank 3/4).

Advice:
Boost CON, then STR and DEX the same. You will want to aim at a Critical Chance of at least 25%.
Focus on Critical Strike, Armor Penetration and Defense in that order.

Boons:
Sharandar - Elven Tranquility, Elven Resolve (stamina regenerate faster)
Dread Ring - Forbidden Piercing, Enraged Regrowth, Augmented Thayan Bastion
Tyranny of Dragons - Dragon's Revival
Icewind Dale - Cool Resolve, Avalanche.

Focus on Regeneration (instead of Life Steal but offence and HP are always top priority), it boost Incoming Healing, works well together with the Angel of Protection and a Devoted Cleric.

Equipment:
Elemental Fire set, Burning Executioner set (PVP)/Dusk and-or Elven set (PVE), Negation Enchantment, Feytouched (useful to lower Boss damage in PVE), Ring of Brutality, Drowcraft Assault Ring, Savage enchantments in Offense slots, Azure enchantments in Defense slots. Put a Red Dragon Glyph and a Black Dragon Glyph in Overload slots.
Avoid completely Deflection, no use with this build, don't waste points on it with Boons or enchantments, focus instead on Defense.

Companion:
I always run with an healer companion, an Angel of Protection in my case. This unique companion will heal you but not your mates, it will also mitigate some damage dealt against you. It's the Guardian Fighter best friend.

Comment:
The Conqueror tree provide an off tank alternative to the usual tank role of the Guardian Fighter class and can make guardian fighters shine in PVP; unfortunately it can't be played efficiently by anyone. You need a solid IL to be really effective with this build. It's very strong against some bosses like Valindra and Lostmauth were you can avoid party protection, save for Knight's Challenge, and focus instead on buffing their damage and speed while severely damaging the Boss. As a full tank you will be just decent; Steel Defense will save you from a fatal early death since you still gain AP fast enough but Knight's Valor isn't recommended. Running together with another tank will make your off tank abilities to shine.
It's a very fun way to play the Guardian Fighter. ;)

Enjoy.

Example of scale of damage in a 'fast' (5 minutes) Kessel run as off tank:
Weapon's Master Strike (25%), Lunging Strike (20%), Anvil of Doom (20%), Aggravating Strike (15%), Jagged Blades (10%), Villain's Menace (6%), etc.

Feats:

The following image is a Paingiver chart took in an Epic Temple of the Spider run: 1st. was a 3.1 SW, 3rd. was a 2.6k GWF, 4th was me at 2.3k, last was a 2.2k TR. As you can see a GF Conqueror can deal pretty good damage but only when ignoring almost completely the guard, used just for buffing damage through Shield Warrior's Wrath and blocking some hits (rotation was WMS, Lunging, ITF and Anvil):

Your build is similar to mine.
It takes some skill to be a tank-DPSer. Looks like you got that covered.

We've got saying in Poland about making characters in NWO: if you are for everything - you are useless. Dps, buffer, protector, pvp killer. If you would focus one max two things of that I mentioned you would be awesome GF. While you are trying on dungeons make DPS, buff and protect your teammates you certainly won't do any of these just die if there is no DC in party. Your buffs are much lower than it should be. If you focus on protector and tactician build entire party will have profits, you are not from dps you should increase it critically. Using all of your buffing arsenal you are able to increase GWFs IBS from for example 200k hit to 500k hit, then dungeon is much more faster and smoother even without your Dps. Only my opinion. Cheers ;)

    Hey,

May I ask you about that one "Focus on Regeneration"

You are focusing on regeneration? Regen is one of the most useless stats in the game right now, why would you even want to focus on it?

IMO, high LS + Endless Consumption + DPS GF playstyle will give you much much more than Regeneration stat.

1). Is SW more dps or tank based?
    2). Yes. I am panzer!
3). Get ACT if you want to celebrate your epeen.
4). Horniness will not stand between me and what I believe - "MM"

Useless :P Im tact/prot and i'll double your dps on reflect and buffs alone. Not only that, but at 2.9k Il i can tank all T2's without a healer and GWf's standing in red.

While I agree about Regen and incoming healing, I wouldn't recommend "focusing" on this stat.
At least not via things that were be rendered useless after the toon gets better gear - like artifacts.

I would say that it's much better to get some regen going via gear that's quite easy to swap, there's a lot of defensive GF gear that has fair amounts of regen (Aliance and Elven).

I'm geared now but at something around 2,5k when I was a full Protector I generated so much AP via shielding big hits that I was able to pop Fighter's Recovery very often. And FR itself is one hell of a healing ability :).

Oh, and what do you mean by "Also you should take all Boons on LS hurting your DPS" ?

    Thank you for your time.

That Paingiver chart came from a match when there was another tank in the party, it made me slot offensive powers and forget about tanking.

Sooo... according to your breakdown where you skipped over the 2nd person's Paingiver stat, the other tank did more damage than you did, even though you slotted all DPS powers?
