New Player - Quest Issues

Things were going along fine until I hit level 18. My next quest is for level 21, though, and the map tells me that the zone I'm supposed to go to may be too much for me. I'll take the map's word on that. After searching around the three zones that are suitable for my level, the only quest I could find is one I can't seem to complete. I have the quest "Sharandar Reward", which wants me to "Press the View Rewards Button". I found a "View Zone Rewards" button in the campaign tab, but clicking on it doesn't advance the quest. I can't seem to find the appropriate button. I tend to doubt that I'll get much XP from finishing that quest anyway.

I suspect that I'm missing obvious things in the quests department. Any ideas?

Have you talked to Sgt Knox? At level 18 you should be in Tower District still. If you have finished Tower District, do some foundry quests or some PvP until you are level 21, or be doing the Linkletter quest line, which starts at Sgt Knox.

Sgt Knox is the Main Guy. He's the one who gave me my level 21 quest. I finished the Linkletter stuff.

Next thing up should be Blackdagger Ruins... ...You can go there and give killing mobs a try, it might work out OK. Gather XP until you're leveled up to par there, those near the map entrance should be handleable. If those prove too tough, do that in the Tower District (will take longer, less XP per mob) or in a Foundry (always adapted to your level, but might be tough-ish, as lower level chars have a narrower spectrum of methods available).

Oh, and ignore the Sharandar thingie - that's a Lvl 70 campaign. Getting that quest at Lvl 18 is a bug.

You're missing something, as you cannot find gaps at lower levels - you have to skip a fair bit of stuff if you want to keep doing quests at the recommended levels (without using any XP bonuses). Many quests are only available as part of a chain, so if you miss the first you won't see any of the rest.

If I remember correctly you get the Spellplague quests around this level. They take you up to 20 or so.

If you have cheap AH gear that's at or near your level, you should also have no real difficulty doing quests that are 1-2 levels above yours.

edit: As an example, when I level a new alt I ignore all quests except the Blacklake ones to get the bag. That series gets me to the Tower District (level 8?). Doing most of those quests alone will take me to 18 or 19. I don't do any of the plague quests. I then go to the next zone and start there - but I've never got close to finishing it before going on to Neverdeath to start the 2nd bag quest, at about level 24. Again, I can't finish that series before I'm supposed to leave for the next zone, I think you get to about level 33-34 if you do it all. This is all without any XP bonuses, except what you get from invoking a couple of times.

I created a second character, and was much more careful monitoring my progress through the levels this time. And... I ended up exactly the same way. Level 18 with nothing but a level 21 mission available. Huh.

I filled in the gap a bit with my first character with foundry missions, and I'm only behind by one level now, but trying to find missions I'll like in the foundry is a bit annoying.

Have a look through the Official Wikia. It has detailed lists of progression quests. Between levels 17 and 21 is a gap in leveling quests, so you will need to go and do other things to get to level 21. The game expects you to be level 21 by the time you get done with the Tower District but playing in a party or rushing through skipping quests and mobs may result in reaching the end before you're at the expected level. Once you get to 26 and up until 68, you should have an easier time maintaining level to quest consistency (you may even start to out-level zones) as daily quests open up at level 26 and up (Tyranny of Dragons Campaign) and then more open up at 60 and beyond (Drowned Shore, etc.).

If you can get a helm, gauntlet, or boots with a utility slot, I suggest to slot some Azure Enchants in there for a steady XP boost. You can also work leadership for some added XP, as well as invest in Inscribed Garments from the Zen Store for account-wide Shirt and Pants that level with you and provide a 10% exp boost each. Just be weary, if you start stacking a lot of XP boosting stuff, you'll begin to easily out-level content. Which doing so makes it harder to tell where to go next if you want to follow the storyline quests, as the exclamation marks for over-leveled quests do not appear. You'll need to use the Wikia to find them easily.

You're missing quests then. I've played something like 15 alts, and I can absolutely assure you that if you do all the PE quests and lairs (including Dorothea, the Plague Tower, etc.), all of the Blacklake quests and lairs, and all of the Tower District, it's impossible to be just level 18.

Yeah, often time you'll get through one set of quests and another quest giver will be available to give you a new set (usually deeper into the map). Make sure to do all of them before leaving an area and you should have no problem. Other than that I guess foundry quests, dungeons (if you can find a group) and some PvP will help to fill in the gaps.

Well, after that early gap, I haven't had any problems. I caught up and even got a few levels ahead of the content.

If there was a soloable level 20 mission hidden somewhere, I couldn't find it. It's not a big deal, though.
