Legacy Set Bonus: High Vizier

Some of the old pre module6 set bonuses can still have powerful uses even with the lower HP and one example is the CW high vizier set. Many people still don't know about this, especially newer players, so should be interesting to share. I saw someone ridiculed a CW for using this "junk" set until we showed them how overpowered the bonus was in operation and then they wanted it, haha. Many people don't understand how op it is because the tooltip is misleading. The set bonus, a debuff called Arcane Force Transference, reads on the tooltip as stealing 450 defense from from the target and giving it to the wearer on the use of a control power.

Sounds unimpressive, but what it actually does is give a flat 10% damage bonus per stack up to 3 stacks. This works on any adds, is really powerful against dragons, dungeon bosses, Tiamat, etc., not sure about against other players though.

HIGH VIZIER BONUS (Aracane Force Transference)
- 10% dps boost per stack
- Stacks up to 3 times
- Each stack lasts 6 seconds
- Control encounters/daily powers apply stacks
- Multitick control power like Oppressice Force apply instant 3x stacks
- Everyone in party benefits from the dps bonus

One funny thing is that the damage bonus is applied even if an attacking player is already past the armor penetration cap (ie. 100% effectiveness without the vizier stacks will be 130% effectiveness with the vizier stacks. You can see in the data below where high vizier (three stacks) was applied in combination with the 3 ticks of the fabled set (corrupted fire) bonus and buffed the damage a flat 30% even though the fabled wearer's ArP was well past the 60%RI pve cap. High vizier set is actually one of the few legacy sets that is comes as BoE bond of equip and still some leftover pieces pop up on the AH from time to time. What are some other good/useful legacy set bonuses besides CW high viz and SW fabled? Other classes?

    DC high prophet works the same way, giving 10% per stack, and still considered the best DC set to use, providing you are good at not getting hit.

    basically the caster sets are still usefull if you have a good tank or are skilled at avoiding damage. melee cant really afford to lose 40-50k hp.

    I still have my HV and my HP in the bank.

    Does Steal Time still apply 3 stacks of HV and Plaguefire, after it was changed?

    yes but, even if you stack HP in every way possible you're going to have maybe 30-35k hps, so

    HV works as usual. I have 139% effectiveness using perfect plague fire & HV from a single cast of Steal Time. As far as hit points, it requires some care and understanding of your scenario & party composition. I've run eToS in HV with only 1 death (soul forge), but I knew what I had for a party (tankadin & good DC, we had 240-260% effectiveness against the boss, serious buff stacking....).

    HV is nice for the dragon zerg (either in strongholds or WoD), just know the scenario (might as well use it against the blue dragon in strongholds, its not like my hit points will help). Again just understand the environment.

    I have about 43k hit points in a good party, vip buff :)

    once your guild unlock the 32k hp boon all old players who saved their good old t2 gear will be able to run then again and dominate pve.

    well not many knew that boon wod be available so i can confidently say 2% of the population still have their sets around that is if the sets survived the 2 double AD events or isnt used as transmute

    The main problem with high vizier is that many powers do not apply any high vizier stacks, or only add one stack.
    Steal time puts on 3 stacks but steal time also requires you to stand at close range which is risky with less than 50k hp.
    Without a healer/tank near you, wearing high vizier can result in death because most CW wear offensive gear and have offensive boons and little defense and CW attracts enemy attacks. As a sidenote, my CW recently removed steal time from her rotation. The only thing left in her rotation which applies high vizier is icy terrain (one stack), or for boss fights, chill strike (2 stacks while not on tab) and both dailies (3 stacks). For me, it's debatable whether or not to use high vizier. Probably, at some point in the future, I will feel comfortable to recommend high vizier to most CW, but not yet.

    On the other hand, high prophet is definitely viable for many DC.
    Since more than a month ago, my righteous DC is doing all content (except pvp) in high prophet.
    If I recall correctly, all damaging powers will add high prophet stacks. Unlike CW, most DC's wear defensive gear and have defensive boons, and numerous heals.
    Even soloing is usually not a problem in high prophet, except for some difficult heroic encounters (which are not intended to be fought solo). In a party, there are few reasons not to wear high prophet. DC has 4 consecutive dodges and the class feature "prophetic action" shields me from all damage from one attack every 30sec. Lathandar set gives me a big heal (and angel of protection gives me small HP shield) when soulforged resurrects me.

    High Prophet.
    There were some use of GFs Knight's Captain or some classes' Draconic/Draconic Templars set.
    stock and stone I can master, but there's a Wizard to manage here!

    Not really steal time is a medium range 360 aoe, its not as close as saying applying icy terrain.

    Its one issue it its freezes you to get through the entire animation, you can dodge out of it, but lose the rest of the damage on it.

    I have hp, hv, royal guard, all the profound sets on most of the classes , the ad set on my sw and even still old AoW.. Aow is pretty worthless now though, i keep it for more sentimental reasons.. I farmed and farmed and farmed to get that set and eventually gave up after 100 runs in Karrundux for the arms and bought them (i think back then for like 800k or something)

    I barely can stand playing my HR without its old profound set =P.. all that speed.

    Right!? I feel like my HR is running in mud now days. Even with R7 Darks in all utility slots. I relay miss the old set bonuses, hell I even miss grinding for the individual set pieces.

    IMO the best CW skill to apply high vizier is Oppressive Force. Encounters that apply single stacks do not really do it justice. OF Applies 3x stacks instantly and in an AoE fashion. With snail or AP gain DC you can even get an Iceknife off for +30% damage before the the 3xStack expires.

    Oh yes, back when gear was interesting. Now they're all the same, boring, bound, and grindy.
    DC High Prophet set was really hardcore.
    If I recall, SW had a really awesome gear set too.

    SW set was Accursed Diabolist: +x% of target HP damage after a 6"-delay (max 2k per tick) on each hit. Combine with BoVA, DeathRay, HS => buzz through the reds, avoid death, and watch them die after a few seconds...

    Other good stuff: Old TR PvP sets (and GGrym set) => +20-30% more stealth meter capacity.

    HR somehow had no real killer set, just some interesting, mobility or AP gain enhancing ones...

    no, the SW set they are talking about is the fabled set which will burn a target for 1% of its HP per second for 3 seconds and then chain to another nearby creature 4 more times... except that if there are no nearby creatures it chains to itself and there is no damage cap. so a SW with that set can take off the first 15% of a mob's HP on it's own in 15 seconds, and the burn is increased by buffs. So this means it is an excellent tool for tiamat, WoD dragons, Dragonflight dragons, any boss without adds basically

    Both are great. Fabled Ilya vs. HiHP bosses, the Acc vs. trash (yet kinda useless vs. bosses, due to DmgCap)...

    ...just FI has always been a tough-ish-to-acquire rarity, whereas AccD had been Tia-spammed, and hence can still be seen on the AH every now and then (or could some six weeks ago when I still cared to look...).

    to rectify some misconceptions on High Vizier. From Grimah's old Comprehensive Wizards guide:

    Procs Debuff with:
    Chill Strike x2 (x3 on mastery on main target, x1 on others)
    Icy Terrain x1 per target.
    Ice Knife: x3
    Ice Storm: x2 per target
    Icy rays: x1
    Shard of Endless Avalanche x1 per target on roll, x1 on explode.
    Oppressive force x3 over the duration per target

    Buff and Debuff (buff stacks up to 3 times)
    Entangling force x1 (x1 per hit on mastery)
    Steal time x3 per target (x1 buff total, x2 on mastery)
    Repel x1 (x1 per target on mastery)
    Shield x1 per target.
    --

    So Ice Knife needs no setup, it self buffs for 3 stacks.
    From my own testing Steal Time is still 3 stacks on all the targets in AOE range (may be capped at 5, haven't checked that).

    With Spell Twisting & Chill Strike on mastery, you can basically maintain 3 stacks on the primary target (ie the boss).

    Speaking as an old timer who has played MMOs since original EQ...I have learned that hard to aquire items were always worth hanging onto ...aka just call me a pack rat. I kept all the original gear sets across all my toons, as you never know what might change in a game as it evolves

    And speaking as SW the FI set is great, but makes me a true glass cannon. There is a huge trade off there running with just 32k HPs vs the elven or better new sets.

    I just recently came back from a several month break. I have already gotten 2 pieces of the eleven gear in the last week since I came back.

    Had to salvage all my old stuff :( Because of freaking hundreds of RP type stones, no bound, BtA, BtC... even 5 bags isn't enough.

    So confused about this. Why not just move it to an alt. Were they bound to character?

    Don't be confused. This forum is full of people that would rather complain than use common sense, learn their class, test new builds, pace themselves, or simply play the game.

    You mean BtA and no bound stuff/stones? Yes, but I have stacks waiting 2xRP. Even bough various char slots to use them as bank. Glyphs that don't stack....etc. Still not enough space.
