must a decapitated guild die?

I'm in a guild, where the top rank has left, and the second tier never seems to be online (thanks to mod 6, probably) - but all ranks are limited in promotion right to their own level, so that we can't regrow our head.
That alone wouldn't be so bad, but the stronghold rules are set so that only the leader can claim a parzelle or start construction works.

Has anybody here been in a similar situation?
What options are left?
Support?
Disband?
Ignore?

    After 30 days, the highest rank active player can take the leadership.

    join a active guild, there is spots left in many.. even the legit guild has some open!

    If you are able to resup the leadership position, yes, choose a new leader and keep it. It's not against the rules.

    We have had this issue. I submitted a ticket, and the moderators have said they can't do anything about the guild structure.

    We are currently in the middle of switching guilds, and we will have to leave a significant amount of items in the guild bank behind (all slots were open!)

    Leave someone in the old guild as high a rank as you can get. After 30 days of inactivity the highest-ranked active character in the guild should get the "Claim Leadership" button.

    It's worth a try to keep the bank slots.

    Edit: and the reason the mods said they can't do anything is that there is a mechanism in place for passing on guild leadership. It may be awkward, but it exists - so Support rightly stays out of it.
