One of the ways to do that is to increase by a HUGE magnitude the RP drops; others have mentioned, clearing dungeons should literally shower you with RP. Right now, the most rewarding ways to play the game are to not actually play it; doing leadership on an army of alts and even doing Sword Coast Adventures is more profitable than actually playing the game.
Lets face it, the bots are king because of the stacks and stacks and stacks of RP they produce. When you see BiS people, you might think they are wallet warriors, but they probably aren't - they are people who farmed the AD legitimately (there are many points in this game's history where a group of good players could make large amounts of AD selling different things, and then people with leadership farms, market players, etc) and bought the RP from the bots. I would love to see someone with maxxed out artifacts/arti weapons who actually personally farmed each and every RP; there are probably a few who lived in IWD 24-7 during the Great IWD RP Era and managed it, but only a very few.
If people could farm reasonable amounts of RP themselves, they wouldn't need the bots. When you don't need the bots, the bots die. I imagine many people buying AD from the bots are giving it right back to them by buying the RP the bots are so kindly providing; it is a self sustaining cycle of evil that goes back to one thing: the ludicrous endgame of RP grind.

I would wager that PWE could identify a contingent of active, loyal and honest players (e.g. by looking at their in-game activity including AH history). Those players could be designated with GM powers to mark a suspected in-game bot and flag it for an automatic X day ban. If Y different volunteer GMs flag the same account as a suspected bot, the account would automatically receive a permanent ban. Players would be clearly notified when they have been flagged as a potential bot, and how close they are to a permanent ban. An appeal process to paid PWE employees would be available a few weeks after a permanent ban. A single paid GM would actively monitor accounts that PWE reinstates through the appeals process.
/zone spammers currently get a chat ban fairly quickly. With the additional power of select, vetted players to place a more substantial ban, such accounts would be shut down much faster. Same is true for other types of botting activity.
