Myself and 4 members of my guild logged into preview to form our guild there in preparation for Strongholds being released to preview. We formed a party and went to the Guild Register. Each of us tried to create the guild but were met with a message that all party members had to be at least level 15, have purchased a Founder's Pack or have transferred Zen into the game.
1) We were all level 70
2) Whether any of us had purchased a Founder's Pack or not doesn't seem to be relevant there, as account-wide unlocks like that are not available to your characters on preview (I know that I cannot access anything from my Warlock or Dragonborn packs on preview)
3) It is not possible to transfer Zen into the game on preview.
The message did not say that all those criteria needed to be met, the way it is phrased, it reads that one of the three must be met, and since all of us were level 70, we certainly did.
Is this a bug, or just some kind of oversight? Either way, this needs to be addressed, as I am sure my guild is not the only one that does not have a "copy" on preview and will need to do so to test Strongholds.
It could be the same bug that used to make it so it looked like you had not made progress in the campaigns on copied characters despite having finished all of the campaigns on live , it might be that your characters progress isn't transferred over to preview so to the preview server your copied character looks like a brand new lvl 0 .
All start new characters and level them to 15 and see if you can start a guild then if you can just invite all your lvl 70's into it although this bug definitely needs to be dealt with before strongholds is up for testing , testing on preview is difficult enough without having to jump through hoops just to even qualify to test.

I just brought in 4 other "live" guildies and made our Guild on preview, no problem.

I already had my test paladin that I had not deleted... so I was good. But four guild members had to level characters from scratch just for the purpose.
