CW Shield spell incorrectly activating Eye of the Storm passive

As per title of the thread.
Activating the shield spell (from any slot) incorrectly activates Eye of The Storm passive.
The first casting of Shield is strictly a defensive spell and shouldn't trigger Eye of The Storm.
The second casting of Shield for the emergency knockback/damage should trigger Eye of The Storm.

Eye of the storm procs when using a power. Shield is a power
If that's the case then Icy Terrain and Sudden Storm should both activate EOTS when cast without hitting any targets. Currently they don't.
Steal Time does activate EOTS with no targets when cast. But its to be expected because its an offensive spell.
After using shield you take advantage of the shielding, after using icy terrain without enemy you dont.
Its indeed a bug when it procs on storm pillar spammed to the air
Show me where in the text of EOTS that it says "take advantage" I'll be waiting.
Shield is a power.
Class Feature, but still a power.
Then lets get Icy Terrain and Sudden Storm fixed, as neither of those activate EOTS when cast with no targets around.
