MoD 3 BI gear 'Upgrade'

How come I can 'upgrade' my MoD 3 T3 Epic gear and NOT be able to equip it?

Tried it on the test server since the patch is going on for some time...

Also - Once it's 'Upgraded' to lvl 122 (and you can't equip it) it would seem you need to refine it (again) at even higher levels of BI profession. I don't have the Unified Elements - but even if I did - it goes from Epic (purple) to Rare (blue).

Since when was an upgrade a nerf? Curious - I may have it all back to front and upside down. Please explain - I'd hate to see lots of alts running around NAKED unable to equip their coveted and hard earned BI gloves for the set :)

    They've been having a hard time sorting out the Black Ice thread since Mod 6. I know I had to buy a new set, despite *wearing* a purified set, to upgrade with unified elements. And that set became IL 122. Now they are coming out with a new set that is 122 when bought, and can be upgraded to elemental--just like the last time around--to something higher.

    If you were able to upgrade a set you had already upgraded, then that is good news to me. I assumed I would be buying all over (a third time), yet again. Mod 6 wasn't very well thought out. I am hoping they are putting more and more thought into these repairs.
