Steel defense bugged sometimes?

Hey everyone,
While running pvp or T2s lately ive found that sometimes when using a daily steel defense wont make me immune to dmg. Is there a cooldown with this class feature that i do not know about?

    pve bugs every know and then but pvp most of the time it does not activate, especially with fighter's recovery, while i think that with villain's menace the chance of not working properly is less. I hope someone took the time to fix stuff for neglected fighters. We will then really know what the state of the class is.

    It's bugged on GWF's also. I was using Steel Defence as a way to handle the Lostmouth red beams. Didn't always activate. 4th Rank seems to make it worse.

    It's spotty, like all damage reduction/reflection/mitigation feats and powers right now.
    Depending on steel defense w/ the long cast time of villan's menace is suicide.
