Icy Terrain Rank 4 in Spell Mastery- not functioning.

Saw a thread about this somewhere but I don't think it was in Bug reports.
Cooldown seems to be correct at rank 4 but when slotted in Spell mastery, targeting Icy Terrain to a location does not function. It will only cast at character's standing location. This is severely hampering how we can use it approaching mobs/during combat.
