I have no problems with IWD particularly. Big CC immune stuff like the giants are slow, but everything else dies in a timely enough fashion up to and including soloing Totem HEs (baring lag or bugs). My current TiL is 2.1K, so I'm hardly that well geared.

First thing: try and run GG (make sure you get the PvP Daily from Trade of Blades) until you have a full Grim set. (Mix and match to get the best stat combination, keep in mind that HP becomes Power so Power of 6K or so is plenty, but this makes HP really important.)

    This is my build: http://nwcalc.com/index.html#/op?b=2v2i:zb5oan:9ktp:5yksd,1xii150:1000000:1u0z5u1:1u0z000&h=0&p=oop

    For solo play I run:
Passives: Aura of Courage and Aura of Wisdom or Radiance
At-Wills: Shielding Strike and Radiant Strike
Encounters: Relentless Avenger, Templar's Wrath and Burning Light
Dailies: Divine Judgement & Lay on Hands

    For Parties:
Passives: Aura of Courage and Aura of Wisdom
At-Wills: Shielding Strike and Radiant Strike
Encounters: Templar's Wrath and mixes of Bane, Binding Oath, Relentless Avenger, Smite and Cleansing Touch according to the party make up and the encounters. (T2s I ended up running Binding, Templar's and Circle of Power)
Dailies: Divine Protector & Heroism or Divine Judgement and Divine Protector

Now on the feat front, your selections in Justice are not something I can really comment on, I haven't really tested it properly. I am happy with my Bulwark spec and so until I'm fully geared with a t2 set that is where I plan to stay.

That said I'm very confident in my heroic feat choices:
Divine Action: does work in combat and makes it faster to keep DP going when it matters or recycle DJ or get back to full from a LoH.
Weapon Mastery: More crit boosts DPS and Healing.
Toughness: Hit points, say no more.
Exemplar's Haste: More Templar's Wrath etc. (Its pretty rare I run out of temps before TW recharges.)
Impassioned Pleas: I need to spend 1 point in something of tier 3 or lower, and if you are using Divine Call to get back AP regaining Divine Call faster matters. (Ultimately it may be better to have more of this and less of Exemplar's Haste, seeing how our Dailies are so important to our tanking.)
    Steadfast: Even more HP.
    Obsidian Moonlight - Paladin
    Obsidian Oath - Warlock
A whole lot of other Obsidian toons as well.

On a slight side note, I see your armor penetration is very low. In this mod, ArP is very important if you want to do damage. I know for a paladin, it's hard to stack but it would be worth the effort.

I have a justice devotion OP and I'm aiming for the bare minimum for epic mobs at 40%, it goes up to 60% for Tiamat but it would be just too much for an OP to stack, unless you had top end enchants. I would recommend picking up an augment companion if you don't have one.

The less armor penetration you have, the less damage you will deal. Period.

Also divine call will grant you judge, which boosts your damage dealt by a % for x seconds. Make sure to use it in your rotation.

    For AoE dps

Encounters: Circle of Power, Templar's Wrath, Burning Light
Features: Aura of Courage and any other aura
At-wills: Radiant Strike and any other at-will
Procedure: When you encounter enemy mob start off with Radiant Strike, lay down Circle of Power, click Tab, Templar's Wrath, Burning Light and then spam Radiant Strike and Shift at the same time. Shift cancels animation delay after each Radiant Strike so you attack more often.

    For single target dps

Encounters: Circle of Power, Sacred Weapon, Smite/Relentless Avenger
Features: Aura of Courage and any other aura
    At-wills: Radiant Strike, Valorous Strike
Procedure: Start off with Radiant Strike, lay down Circle of Power, use Sacred Weapon, click Tab and then use Smite/Relentless Avenger then spam at-wills.

I found these rotations to be the most effective in dealing damage in PvE. Just make sure you always have CoP up, Judge buff (Tab) and always cast Sacred Weapon when it's up.
