Dread Ring and Sharandar now level 70?!

When I received the quests the rewards and the journal read that it is for level 60, but I go to the areas and it says it is too high for me and I am a temporary level 70. What's going on?

    The level cap increased, and those areas were moved up to the new cap.

    I started going there at level 60. My OP survives most of the content just fine, though it takes quite a while to kill encounters. Team up with 1-2 other people at least for the lair quests (and possibly other dailies) pre-70. There are always people looking for a team.
