Double Refinement Questions

1.) Last time there was double refinement, there was also what seemed like a double drop rate for enchantments. Is this happening again or was that something different/special?

2.) Do the Dragon Hoard enchantments also drop double the amount of refinement items?

3.) Is it true that there is a 30 second (or greater) internal cool down on the Dragon Hoard enchants?

1. No, that was quite literally a "double everything" event. This one is JUST refinement points.
