change the tooltip instead of misleading your customers. please.

Truly, from what I understand, ALL the special enchantments have some sort of internal cooldown. This should be pointed out in their tooltips, just as you say - especially considering things like the armor enchantments *do* mention such a limitation.

It's not just enchantments. DH or otherwise. It's boons, ability scores, skills... So many things unmentioned in the tooltips. "chance to proc..."? "companion ability increase"? "level scaling damage". I want to know the exact chance or value of the increase and what it's calculated from. I want to know what my improvement is if I increase or make something. Knowing that it might proc it both obvious and far too limited at the same time. Once that is done, make everything actually do what it says it does and nothing more.

They should also have a "timer" on them, kind of like the stuff in overflow slots... so we know when we can go ahead and put movement enchants back in our utility slots. :-)

Its really hard to pick and chose things when a tooltip wont tell you anything about it.
Like some of the new powers don't have damage listed till you unlock or equip them am i meant to unlock this move just to see if its damage is even any good?
