Wheel of Element-Fire barely works

So I tried the fire element on the wheel and apparently the buff you gain from it is supposed to deal bonus 30% extra fire damage....To my disappointment, no matter how long it states the buff lasts for:20+ seconds. IT DOES NOT, it lasts for approximately 5 seconds or so until it disappears, checked log 'n all. no buff after 5-6 seconds or so.

I thought it would be caused by walking out of combat but even staying in combat it goes after a few seconds.

Yeah I thought it felt pretty weak too. I've read somewhere that pvpers love it for some reason though.
