Another "what gives?" thread. This one's about deflect rating.

So I just spent several hours re-speccing my HR on the test server, and came up with a build that gave me 38.8% deflect. Thinking "Oh cool that's much better" I logged into live, re-specced exactly the same way, and my deflect is at 24.8%.



Why must this be?!
