The tooltip states that each strike removes 10% of the enemy's "armor." Does this mean that someone with capped Arpen won't be doing extra damage? Or is it really just saying all allies will do 10% more damage?
The tooltip states that it lowers Defense, which is a specific rating in your character sheet. Armor Pen works against Damage Reduction, which is calculated based on Defense and AC.
In PvE bosses have 24% Damage Resistance, while other mobs have between 14% and 20%. They have no actual Defense rating, so because of this Defense debuffs work differently in PvP vs PvE (in PvP players have an actual Defense rating, so it works the way you'd think).
In PvE, Defense debuffs are reduced first by the enemy's Damage Resistance, and then applied to Damage Resistance. Use this formula for Plaguefire/High Prophet set bonus debuff, where DR = Damage Resistance and RI = Resistance Ignored, which is taken from your ArPen rating + any RI % you gain from ability scores (ex Hunter Rangers gain RI from Strength for every point over 10).
Effective debuff magnitude (%) = no. of stacks * base debuff magnitude * (1- defender DR %) * (1+ attacker RI % - defender DR %)
I highly suggest reading the Debuff multiplier section of Kaelac's guide, which I'll link below. That's where I pulled this info from. It's all very convoluted and doesn't translate well from a short explanation.
As a reminder, what you are reading from the Kaelac post is Mod 6. Xbox is a bastardized version of mod 4/5. We expect the rest of 5 in the coming months, but that hasn't really been clear if that will happen. So the equations you are seeing in that post are what is likely to come, but not much off from what we currently have.
Grain of salt and all that, some testing maybe required. Though in my opinion the High Prophet set is a must have. Even after you pick up your Draconic, keep it in the bank.

My intent was not imply that you are intentionally distributing false information.
Kaelac based his equations on information that was vetted 2 years ago and some of those were retested by Kaelac in June 2014. Since that time, multiple changes have been applied and those equations have not been regression tested, and collected into a summarize piece (as far as I know.) So we assume they are correct, we do not know for a fact that they are.
