The next step?

I have two characters at level 60 who are in full T2/Drake Gear - I'm not sure where I need to be running in order to get better gear. Is it Castle never from now until end-game? I haven't attempted it yet.
Do dungeons/skirmishes unlock after the campaign, and I need to wait for that to get better gear?
I've just been running Epic Pirate Lair because it seems to be the quickest/easiest to get AD.

Any tips/advice would be greatly appreciated!

In the future the game will release other modules with end game Campaigns. For now the top would the Lair of Lostmauth in the Tyranny of Dragons Campaign, as well as the Shores of Tuern skirmish.
Hopefully soon they will release the modules that include Sharandar, Dread Ring, Ice Wind Dale, Gauntlegrym (or how ever its spelled), and Well of Dragons. These are all lvl 60 campaign areas. With Sharandar and Dread Ring bringing higher difficulty dungeons, and Ice Wind Dale and Guantlegrym bringing larger pvp battles.

So Lair of Lastmauth and Shores of Tuern is post-Dragon campaign?

No. That dungeon and skirmish are unlocked BY doing the dragon campaign and are the CURRENT endgame destinations for the top-tier gear.

In the future, more content will be released as part of the campaign, such as when the Rise of Tiamet(sp?) module releases, unlocking other parts of the same campaign.

Exactly, and keep this in mind when they do release future campaigns. The dungeons and skirmishes that accompany each campaign will be unlocked through completion of the daily tasks in the campaign menu.

I know that epic shores requires a gs of 13,000 to run but I hear there are some good drops in there.
Yes, I'm female. No, you can't see my HAMSTER.

Level 60 Great Weapon Fighter - Caimeta
Level 60 Guardian Fighter - Princess Clappy
Level 60 Control Wizard - Rashenbo
Next up... Butcher of Lock Love
I would love to change the world, but they won’t give me the source code

There are some cool possibilities (artifact belts for example), but the drop rates are pretty low from what I've seen. The drop rates seemed better in Epic Lair, but... we can't do that right now.

Upgrade your relic, buy more relics. Get the artifact Weapon from Tyranny of Dragons and upgrade it. Keep running the t2 dungeons to get the actual set piece over the Drake ones. The set bonus from the t2 is helpful in most cases

Don't forget to upgrade your enchantments for your gear.

Castle never drops some of the best accessories in game for the time being. At least until you get into Tuern or they release Well of Dragons.

You can run the T2 dungeons (not CN) until you get your T2 set (or get enough AD from drops/salvage to buy it), run normal shores and lair (when it's back up) to get your Dragon Gem and farm dragons to get the Dragon Bone (or buy it from the AH) so you can get your artifact weapon, do the campaign dailies to get currencies for unlocks and farm dragons for artifact drops or loot to sell to buy artifacts (like the Rod of Imperial Restraint), farm refinement points and level 60 gear to upgrade your artifacts, etc.

Basically grind all the end game content you can run until you get the stuff you need to grind higher-level content to get better stuff. There's lots to do, actually.

At level 60, you can't do any of these level 70 content like SoT and LoL. The fastest and by far the easiest way to get gear up for level 70 content is by doing gg pvp to get the level 70 Burning gear.

Disregard. SoT and LoL aren't level 70 on XB1, and we don't have Gauntlgrym yet.

    Check this out: http://neverwinter.gamepedia.com/Trickster_Rogue/Epic_Gear

Note that we don't have the Fabled Illyanbruen, Dread Legion, Corrupted Black Ice, or Draconic Templar Equipment on Xbox yet. I use the Swashbuckling Captain's set, but you should choose the set that best fits your build.

You better believe whatever in PC will be in Xbox sooner or later since Cryptic is not going to spend development efforts on TWO different games of the same Neverwinter Online, and it means just enjoy whatever you get in the XBox version now as long as it lasts. Eventually, XBox will be in the same state of its PC bigger brother. It will be... It will be...

True, but that stuff isn't on XB1 yet, so it's not currently relevant to the discussion.

Gear score is (mostly) based on your stat values so there are many avenues to advancement. Adding active companions with stat-based active bonuses, increasing the level of your artifact/equipping more artifacts, refining your enchantments/equipping higher level enchantments (they should all be around rank 7 at this point in your advancement), completing campaign nodes that grant boons (this is a big one). If you have full t2 and drake gear as you say, but still are short of 13k, it is likely you have somewhat neglected these other avenues of advancement.

Hope this helps! If you have any questions feel free to hit me up in-game I'm always happy to help. GT: Wandering Kyng

WHY OH WHY do the PC gamers come on the Xbox forums and talk like they are in the know... two completely different games at this point..... all this information is false and misleading.

I feel like they do it intentionally as the two forums are entirely separated just to mention content we don't have to evoke scorn from the xbox community, but perhaps that's a little too paranoid and they really don't bother reading the clearly stated XBOX on the forum link.
