circle of power broken for allies?

the icon of circle of power does not show on allies, also i do not notice any change of values... (oath of protection)
a fellow paladin told me it showed earlier on, did this get broken recently? or does it work maybe?

    It says:"You generate a zone of control 30' wide. This zone improves all damage YOU deal by 30% and lasts 20 seconds." It has no effect on your allies and even tho its flashy and allies tend to rush towards it, for w/e benefit they might think they are getting, its only for the caster of the skill. It works as intended.

    yes, i agree, jharlis... it's misleading as is... for party members... playing my main a mage i even had OP tell us to stand inside the circle...
