Pre-60 leveling not able to access quest dungeons

So I rolled a OP to try and am enjoying it so far but I'm kinda at a stand still..... I'm lvl39 and have been trying to knock off the quests in my journal to clear each area and receive the title associated with finishing those area's but I keep running into a problem getting into the end dungeons on some of them.... Helms Hold particularily as I only need the Lair of the Mad Dragon to finish but there is no queue nor is there a way to enter manually. I have been trying since first entering Helms Hold but no go. Are these dungeons no longer available for some of the areas during pre-60 leveling? If so then why are they still listed as unfinished quests in my journal. It's maddening when one tries to fully complete each area to clear the journal entries and the problem is, as you level, they become a no go if you exceed their intended level so no way to go back and complete them.

I missed a few when I leveled my HR and prior to mod 6 I could go back and solo them to complete the quest entries but doesn't appear its even possible to get in them at all.

many dungeons was (what many believed) removed temporary for reworking and will be release back in future. So, yea... any existing quest available were pretty much stuck until the dungeon make a come back.
