probably never will - the whole point is that the you need to do the hard stuff to get the good loot. Anyway, if they did, it would be more like 500 to 1 rather than 20 to 1. I mean, 1600 total for a full set of T1 after all which doesn't really take that long to get in LoL - a couple weeks maybe at best. Sort of silly to think you can spend, oh, a month or two grinding LoL (the easiest of the DDs) and deserve T2 gear. It'd be like in pre-mod6 if you could run Cloak Tower and end up getting T2 gear from the seals... I mean, I was soloing Epic Cloak tower in under 15 minutes back then... My guild has been rolling LoL pretty effectively lately too, so..... yeah, no chance and I wouldn't support it if it was up to me. This game is challenging now, I'd like to keep it that way.

...you'd have recieved a weakened version of T2 gear, without set bonus and with lower item stats. Nothing else was ever sold pre-Mod-6 by the vendors, which is why no-one ever used that stuff...
Yeah, the "of the drake" items were HAMSTER(!). Cloak Tower??? For what? T2 came from the boss fight in a T2 dungeon. We had to run each T2 dungeon about 3-10 times to get the item and this was only possible during some rare events during the day. Then they created the dungeon keys and this was a short sighted move. Good intention but short sighted. T2 gear for everyone very fast. Further mods made it a joke (Tiamat loot) while it remained BIS.
The seal-system we have at the moment is the best there was in Neverwinter EVER.
First step. Get T1 equip. Really easy. Even for casuals, n#+&bs, whatever. Really easy. Good stats.
Second step. Get T2 equip. Slightly better than T1. You do not need it but you want it. Do one run each day for a cache. Do more for reduced amount. Buy a piece each ~week/10days whatever.
Third step. Level BI crafting. Farm/create Unified elemets. Advance to T2,5. Only a few points better. You do not need but you want it. The upgraded version of the "Reinforced" T2 arm piece we had since beta until mod5. Everyone said "let us improve more with professions". Here it is. Perhaps impossible for some players (takes time/AD/BI) but a possibility for others. Like it.
I there were no EXPLOITS and not so much disturbing bugs T2 would be a challenge and devs could work on further content... which is a bit "thin" ATM.
