Bug : Paladin - shielding strike does not apply purifying fire

TOB - Attacked combat dummy for 1 minute
EDIT: TITLE IS not 100% the issue
Using shielding strike, does not always proc purifying flames when it should proc each hit.
EDIT : Seems to work sometimes, but not all the time..
Edit 2 : Does not remove stacks so you can stack more if hitting target with Sacred weapon
Used Radiant strike , Procs Purifying flames as intended up to 5 stacks, then further hits do not deal the damage (not sure if intended)
Oath strike - procs purifying flames as intended up to 5 stacks then further hits do not deal the damage (not sure if intended)
valorous strike - procs purifying flames as intended up to 5 stacks then further hits do not deal the damage (not sure if intended)
