Control Wizard Powers Damage Are Bugged.....???

Ok i have been playing cw for a while on this game respeced a few times and found what i call my best class. but, some of the powers seem to be severely bugged. i am using the mof paragon path and fanning the flame says 7,446-8,843 damage. i am not getting anywhere near that less then half actually. ray of enfeeblement says 4.095-4.864 damage once again i am not getting even half of that. all the other powers seam to work 100% fine with their stated damage but these 2 are bugged. i have tested this in pvp, pve and for over 30 mins on the test dummys. can any one else confirm this for me? i think it is broken and needs to be fixed so i hope they see this.
