bugged mythic artifact

having just spend a stupid amount on getting the vanguard artifact to level 140 it has become almost worthless, when cast it says "new Power" instead of the usual "vanguard banner" and now it gives less than 500 lifesteal and power gain, I feel it makes refining artifacts not worth making mythic. on the note of refining i am unable to use orb of tiamat to refine other artifacts which is a little frustrating to say the least.
