I'm not sure it's a bug, but a feature. It's been that way since open beta, that I know of, and is documented in CW guides that date from that era.

    Dailies sorted by their usability:
    1. Furious Immolation
      1. High AoE
      2. Low Casting time
      3. High damage
      4. Grouping foes togheter
      5. Daze for 4s with Twisting Immolation
Best AoE Daily; usable by MoFs only.
With Twisting Immolation, provides the longest CC.
Everybody lows it because of immediatelly grouping foes.

    2. Oppressive Force
      1. Small AoE
      2. Low Casting time
      3. Medium damage
      4. Multiproccing Storm Spell
      5. Spreading foes away in all directions (sic!)
      6. Short Daze
Commonly used by SSs because of multiproccing Storm Spell.
Makes puppy damage and almost no control, but provides SS procs.
Everybody hates it because of Spreading foes away making them longer to kill.

    3. Arcane Singularity
      1. High AoE
      2. Long Casting time
      3. Medium damage
      4. Suck
      5. Build stack of Arcane Mastery
      6. Weak Grouping foes togheter
Long and weak suck that used to control foes for a short time, grouping them slightly
Since nerfed cap (to 8 down from 15) replaced with Furious Immolation (MoF) or Oppressive Force (SS)

    4. Maelstrom of Chaos
      1. Small AoE
      2. Long Casting time
      3. High damage
      4. Stun
      5. Knock
      6. Prone
      7. Control resist & damage reduction while cast
Too long casting time and too low AoE to be usable

    5. Ice Storm
      1. High AoE
      2. Long Casting time
      3. Low damage
      4. Knock
      5. Prone
      6. Build stack of Chill
      7. Spreading foes away in all directions (sic!)
"trolololo" skill that everybody hates because of spreading all the foes away hard
Completelly useless, using this usually ends in getting kicked before the cast ends

    6. Ice Knife
      1. Single target
      2. Medium Casting time
      3. Very High damage
      4. Prone
      5. 3 stacks of Chill
The only Single Target daily. Useless on group of foes because of Single Target.
BiS on Single Target and PvP because of it`s the only Single target Daily.

MoFs uses Furious Immolation because of high damage and insane foes grouping.
SSs have no such good daily and uses Oppressive Force because of multiproccing SS, unfortunatelly throwing all mobs around (sic!).

On single target, everybody uses Ice Knife because of high dmg, prone and chill.
Arcane Singularity is no longer in common use because of nerfed cap (8 down from 15).

Also, Arcane Singularity causes Shard of the Endless Avalanche, Oppressive Force and Sudden Storm to not make damage so it`s left since the cap nerf.

Oppressive Force doesn't "throw all the mobs around". It has a small push, but because they're dazed afterwards, they all just run back together anyway.

It's by far our best daily, especially in Mod 6 when stopping enemies from attacking for a few seconds is awesome.

Oppressive doesn't scatter half as much as Shard (pow-wow mediocre action movie cross the room flights), but I definitely agree that when in a party it's preferred to position your casting so that it doesn't go off right in the middle of the mob group (except when opening a time-frame for rezzing)

I really need to give Maelstöm a go in Mod 6 :P

Unfortunally the 4 second daze does not work in T2 dungeons, since the mobs are 90% CC resistant. Therefore they don't get lifted up in the air and the daze does not happen. Seems like devs only care about SS cheese mages...

Also there is no issue with Singularity imo. It's actually better to hit your Shard after Singu, at least if you are used to it from older mods.
Same goes for Sudden Storm. The issue lies in the egobrain of most SS CWs out there, who still jump in first with Opressive doing nothing of use.

Level 73 enemies have 90% CC resistance [tested, confirmed]

We got the new lie on forum, huh?
Obviously not. No one companion-only gear transfers its control bonus via neither augmentation, eldritch nor bonding runestones. This clearly states that it`s lie. It looks like my all posts about it are deleted.

I used to Daze foes in eCC for ~5s after FI with less than +70% Control Bonus.

    snip.

You left out the important part about OF, its infinite target cap. Also, everything you say should be taken with a grain of salt as you are known to be highly biased towards MoF. MoF is a fine path and so is SS and unfortunately many MoF players, because they are in the minority, act super defensive and are acidic. Also I would DEFINATELY put ice knife higher on your list, as there are many mod 6 situations where a CW has only a single, control immune target to deal with where ice knife is the obvious choice. Ice storm would go last on my list, whilst being useful in certain situations those situations are few and far between and when it is not useful it can actually be detrimental to the party. OF would go first and maelstrom would go 2nd to last. ALso, by, "everybody hates it" you mean you and the minority hates it, it is a super useful utility spell that in the right hands can save parties from wiping.

With proper terrain and positioning OF can group mobs, but it's admittedly rare to be able to push them all into a corner. Just don't stand in the middle of them, and you're alright.

While I have quite other opinion about OF, I appreciate your appendix.
    Glad to see your reply.
