staying vigilant issues

History:
I'm lv 70
I did not do all the quest in The Drowned Shore and I'd like to complete them.
I do not have the quest "Staying Vigilant" or "Vigilance in the Forest" Lv 63.
I don't know why I don't have them, and I assume that is part of the problem.
I do have Duergar Task force Lv 65 and Eternal vigilance lv 67.
There are no Markers over any NPC's heads and i have tried Knox, the lady by the tree in PE and all the NPC's at the zone entrance to The Drowned Shore. I'm pretty sure I need to talk to Flora Newleaf but there is nothing to talk about with her.
I can claim quest to do in the first area by the portal, but can not get any quest at other NPC's in the zone.
It seems the quest is not available to me.
