Pefect Plaguefire vs Perfect Terror

As the title stated which one is better for pvp? And could someone kindly explain to me how to plague fire works ?? I saw it say can have 3 stacks each stacks is 15% defence reduction .. How to have 3 stacks ?? Is it 3 normal at-will hit can already have 3 stacks ??

    With the amount of reflect BS going on. You're better off with a non-DOT enchant
