Purifying Fire feat

The Purifying Fire feat doesn't work the way I expected.

Your At-Will powers apply "Purifying Fire" to foes. "Purifying Fire" stacks up to 5 times, dealing a 2/4/6/8/10% weapon damage each time a stack is applied. This damage is doubled for each stack applied to the target. Purifying Fire lasts 60 seconds, but is removed when you strike the target with an encounter power.

How I expected it to work:
1st at-will: 10%
2nd at-will: 20%
3rd at-will: 40%
4th at-will: 80%
5th at-will: 160%
6th at-will: 160%
7th at-will: 160%

9th at-will: 20%
...

How it actually works:
1st at-will: 10%
2nd at-will: 20%
3rd at-will: 40%
4th at-will: 80%
5th at-will: 160%
6th at-will: 0%
7th at-will: 0%
encounter
8th at-will: 10%
9th at-will: 20%
...

No at-will after the fifth triggers Purifying Fire. I guess if you've hit an enemy fives times, and your encounters are on cooldown, you should start hitting a different enemy.

You just need to read the description with a little more care. It only does damage when it apply a stack. Once it reach 5 it can no longer apply any more stacks until 60 sec have passed or it gets cleared with an encounter power. It fits the Justice tree in the way that some free-will attacks are good to trigger feats but it's focused around encounter powers.
