I've heard the rumors of 40% arm pen cap for PVE, but haven't bothered to look at it yet.
It's looking more like the Armor Pen cap may be 60%.
I'm not even considering trying to test in T2s, so I picked the :45 Dragon spawns in WoD to test with. I have no idea if they have as much resistance as other mobs.
Testing against Glycamerax:
81.1% effectiveness with 41.1% Resistance Ignored
84,2% effectiveness with 44.2% Resistance Ignored
87.2% effectiveness with 47.2% Resistance Ignored
I am very much regretting getting the Power/Recovery rings now.....Power/Arm Pen is the way to go.
The number you were hearing was for trash mobs which can have up to 40% Damage Resistance. Elites in Well of Dragons can have that much. But major bosses like Dragons and Tiamat do indeed have 60%.
40% is not the cap, it is the minimum advised. The enemies in WoD were easy to test on preview: heralds have 60%, mobs around 35-45% (more or less, I don't remember exactly). Has anyone tested enemies resistances in T1 and T2?
Clearly, 40% look like the minimum ammount to obtain when 60% look like a more confortable number as it will include most mobs, elite and boss. There will be a few exception like tiamat beyond thar.
PvP-wise, this will be much, much higher unless tenacity gets a nerf of sorts.
That being said, the collective effort of buff/debuff ratio will once again shine and will prove to be far more useful than any amount of arpen/power people might get. The ideal combo is having both buff/debuff and high enough Power/Arpen ratio.
20.000 Power with 8500 Arpen would seem ideal. Unless Spell Twisting gets a fix + nerf of sorts, recovery's a wasted invest imho.
