Waters of Elah'zad not working?

Hi everyone, LV 43 Guardian Fighter here.

I have the Waters of Elah'zad artifact equipped in my character sheet. It is mapped to LB+Left D-Pad.

When I try to activate it, I get this message: "You can't do that right now."

I've tried using it during combat, out of combat, and in a rest zone. I've also tried it when I'm low on health as well as full health. It seems that no matter what I do, it will not work for me.

I'm assuming I'm missing something? Any ideas?

    Artifacts by default are mapped to LB+B, LB+ Left D-pad is open inventory. Since I thought it was not possible to remap, all I can say is switch them back and try.

    Sorry I screwed that up in my original post... It's mapped to LB+B but not working.
