If you sent me one on the test server, I would be happy to do some basic testing with it.
I currently only have Perfect Fey and it seems to behave normally 10 seconds up time 10 seconds downtime, nothing unusual about damage.
yes is buged but for the OP side. with eLoL set you can kill any boss with 2/3 hits.

I made myself a T.FT on Test. And it's insane the DPS increase. I have to believe the damage it's stealing is stacking in some weird way. I didn't have time to thoroughly test it, but I'll try to run some parses today to see if I can isolate the bug.
But I'm talking about a 300-400% DPS increase, so something weird is going on.

Some other classes powers disable the dmg Fey does, thats why you can see you deal 0 dmg. Like HR's Fox, DC's Divine Armor/Astral Shield and some other skills too. So yes, you get HR in your team? Ask him to not use Fox, got a DC? Never stand in their Astral Shield - have fun using your Feytouched!

The question is, would it be a viable enchant (perhaps as a replacement to vorpal) even if it wasn't bugged?

If you have 100% crit and 200% severity before vorp, it would be a 25% dps increase. So feytouched should be a bit worse. There's the debuffing effect, the aoe and the weapon damage to consider too but I don't think that it's gonna account for a 7% dps difference. Of course, if you are gonna go with more realistic numbers, which is to say 80% overall crit chance (70% crit chance + average chaos nexus crit given), you'll end up at a 20% dps increase for vorp vs 18% for feytouched (assuming that it's not intended to give you 18% three times). Feytouched might be a bit better with that in consideration.
There's also the possibility that the feytouched aoe effect could proc storm spell, but that's speculation there.

So I'm not a the best math guy, but if you were calculating your bonus from Vorpal, would it be better to divide up the Storm Spell part and the rest of your damage?
Say I know Storm Spell does 40% of my damage (and for argument's sake) it crits 100% of the time. So Vorpal would be a 28% boost to my Storm Spell damage, or (.4 x 28% x 40%) a 11.2% damage boost. The rest of my damage averages about 70% crits, so Vorpal is adding (.7 x 28% x 60%) or 11.8% there. Combined that's a 23% damage boost.
Does that (at least in theory) sound right?

Well, if you want to be technical, you'd need to run a sample without any weapon enchant and then increase the total amount of crit damage by a 50% damage efficiency (assuming a crit is your crit severity as efficiency). Then you'd divide the would be vorpal damage with the damage without vorpal and you'd see your real damage increase.
As for your math formula, I really don't know where you are taking the second 40% number. These numbers do not sound right.
If you have 40% of your damage at 100% crit chance, then it simply removes the averaging at the end (or rather, you multiply by 1).
a dps boost of 22,52% with vorpal. If you are running with less than 200% before vorpal, just reduce the appropriate number (in this scenario, the middle number of the equations) to the corresponding number.

So I went farming yesterday and got T. feytouch last night. It definitely increases your damage by quite a lot, but it also increases the target's damage by quite a lot instead of reducing the damage.
Maybe once they fix this it will be good as a 18% damage reduction on the enemy seems pretty good, seems to me like the best offensive enchant for tanks.

I think what he means is Base Damage (100%) + Base Severity (75%) + Bonus (25%) for 200% increased damage on a critical hit. Taking into account the base damage is important to make the math work out correctly.

I actually also noticed that my Conduit of Ice still does 0 damage without feytouched. So something else seems to be triggering it. I mainly notice it with groups so something is not working with other class powers.

Tank with minor fey can be 2nd in elol run. Thats ridiculous. Even "da best" guilds using this.
Just shame for Cryptic, that they know that and not fixing it.
