Devotion Stat Priorities?

It feels like that devotion have a lot of stats to worry about and trying to figure out how to balance my OP out.
I believe power, critical and recovery are top stats(?) While devotion is a heal spec, I am playing justice, so where does armor penetration lie? Do we need to have ArP? I would think we at least need it for solo dailies. Do we just end up having to carry 2 sets of armor?
Then we would have to stack HP and defense on top of that for survival?
Starting to gear my OP up.. and not sure where to go from there.
Also I am running normal PF but would normal vorpal be better for a crit build?
