Valorous Strike not AOE?

Valorous and Cleave both read 5' cylinder in the tooltip. Using a GF since Mod2 I have become rather skilled at maximizing the targets hit by Cleave. Somehow I do not get the same outcome from Valorous. Has anyone else had this experience?

    All paladin's at will attacks are single target except Radiant Strike. But they are mis-labeled as area attacks. (thus no at wills benefit from Sacred Weapon except Shield Strike for Protection paladins)
