As the title says, I have a lostmouth neck/belt and personalized adamant ring of recovery and these reinforcements will not apply even though the level of my items are 135.

un-equip and place them in your inventory, then try again

Level 25 JC kits will only apply to Level 25 JC rings. You have to unequip the rings, double press the kits, and apply. It works
