Lostmauth artifact set

Patch notes: "Lostmauth Artifact Set: This set bonus no longer incorrectly triggers rapidly on powers that tick frequently."

Does this count as a nerf? Can anyone explain how this affects the damage done by the set bonus?

    item didnt work as intended, they changed it, overall damage will be reduced

    ...I think that should have answered your question before posting it.

    It's a bugfix - something not WAI was cut back to only do what it should. A nerf would be reducing the effect of something WAI.
