It was something they should've included not long after RP was first introduced.
It's not like this is a difficult process.
However, depending on what RP you're using, crits save time and money. What they did was code the entire stack like 1 item instead of just iterating through the stack for separate crit rolls.
It's lazy and most developers would hang someone who did that.

You're kidding, they're not that lame, are they??
However, if chance of a crit is – let's assume – 34‰ on a stack of n with refinement points r, than it doesnt matter:
n × r × (1+34‰) ⇔ Σ (1…n) (r × (1+34‰))
Regardless if the crit chance is the same it should average out the same as an entire stack would crit instead of just one
