The Flameshield mob in the fiery pit - they're marked as a fire archon, but they don't count as one for quests unless I'm in the blue area? The questgiver didn't say "Go here and collect armor" or "Go here and kill fire archons" - They said collect armor and kill fire archons. Seems silly that it wouldn't count.
But the flameshields - a funny thing happened. You know the quest where you're supposed to just let a fire archon beat on you for a while? I stood there and took a dozen hits from a flameshield, who is marked as a fire archon, and it didn't count.
One could think the rumors about a bug somewhere deep in this game could finally get some confirmation…

I"m pretty sure those two quests are from different zones, and it's pretty typical that if they ask you to kill X in zone Y, killing X in zone A doesn't count.
Sometimes it doesn't matter where you fight the mobs and sometimes it does, so try one out of the indicated area. If it counts, great; if not, move to the right area. Duh.
I just think you shouldn't say "go kill 40 of these things" and not specify they have to be the ones facing east standing at the top of the stairs on the left holding weapons in their right hands and talking about the weather or it won't count.

I'm pretty sure in the Fiery Pit each vigilance task force is based in two areas - such as the Merchant District and Water Pumps - and each of the two quest givers specializes in one of those areas. So it's not that complicated to figure out where you should do your Kill X quests.
In this zone, it really pays to take all the quests from one person and complete them, then do all the other person's quests, since they stay in two separate areas.
Oh, and a warning for the second zone of Spinward Rise: there's a kill 40 Slaadi quest, and it is very strict about only counting slaadi within the circle on the map.
