Artifact equipment leveling from rare to epic ?

So what's quickest and cheapest way (no zen please) to gain from 19-35 (rare to epic) to unlock my offhand 2nd slot ?
Drakeos Lightblade - Human - Oathbound Paladin (Protection) (MAIN)
Drakeos Shadowbow - 60 Combat Pathfinder Hunter Ranger (Alt/retired)
Falados - Drow (Mez) Level 60 Trickster Rogue - Offically retired
Drakeos - Drow (Mez) Scourge Warlock/Druid (retired)

    Hoard stones and level 60 + items until the next 2x Refine point weekend.

    Get dragon/fey enchantments and farm trash mobs for peridots.

    trash mobs usually give white pearls to me. Sometimes its nice to farm cults of the dragon in the campaign areas "ebons, graveyard, emerald enclave.." they can give peridots, opals, resonances, sapphires, but white pearls too.
