How does "Control Resist" stat work?

Please explain how does "Control resist" work. It decreases the length of control effects or
gives a chance to avoid conrol completely?
P.S. Minor question to Paladins - i got a feat fro, portector path for 10% control resist, but in character screen
resist is still zero - does it still work or bugged?

The only way to completely avoid cc is to interrupt (cancel it before it begins) - the Freebie Dog companion can interrupt when summoned and the Sylph companion (comes with Feywild pack) gives a 50% cc resist active bonus (against PvE NPCs, I don;t know what it is in PvP).
