Seals of triumph not awarding

I haven't been able to earn Seals of Triumph since this module was released. There was a small patch that was supposed to fix that, but i STILL do not get them completing the daily domination victory. Are they ony earnable at level 70 now? Help! :(

    ALSO, dropping the daily Domination victory quest puts the quest on cooldown even if you didn't do it, which has never been the case and has no logical reason to do that.
