I changed the old artifact EQ to the new one, greater belt,greater cloak, new weapons (main and offhand), got 4th artifact and everything is just new.. even armor/weapon enchantment - and my Item Level just keeps decreasing instead of increasing?

Its basically Gearscore but with a different name. Items give "score/levels" and it contributes to your current gearsc... I mean Item level and raises it. Better items means better gearsc.. I mean item level.

So far, simply looks like is the sum of the item lvl in each item. The item lvl changes according to the rarity (green, blue, epic etc or perfect, pure, trans, etc) If it is decreasing for you, did you have equipped an item with higher rarity before switching to the new gear?
Example - I had belt of CON, old one (lvl 60) and switched it to the Greater belt of CON (lvl 70) , switched my old neck piece (lvl 60) to the new ,greater one (lvl 70) and my Item Level dropped from 3k to 2.920. Then I added and upgraded 4th artifact to legendary (not mystic) and it dropped to 2.900.
So I get the idea that adding newest things and upgrading them if they are lvl 70 or so, should increase the item level..but it decreases it..
At the bottom of each item (tooltip) there is its item level, not the level of the player allowed to wear it but the item level that will be counted for this purpose.
In your example, orange artifacts have higher item level than blue artifacts and so on, so by removing, for example, purple artifact and using a green one instead, you will have lower item level regardless that the level of the character that was required by the new artifact was 70 and not 60.
Item levels are not character levels.
So newer items will not increase item level unless their item level is higher than the old stuff.
