Entangling force on TAB does not pull nearby enemies.

After I leveled to 70 and put 4 points on entangling force, the power on spell mastery stopped pulling nearby
enemies.

    I think rank 4 on many powers is broken.

    I'm not ranking up my powers to 4th level until I see patch notes that all of them have been tested and fixed.
