Artifact Refining Inconsistencies

I have the new mainhand and offhand, as well as a new belt and neck. I can refine my offhand with pretty much any item as well as resonance stone. For the mainhand and belt and neck it is almost exclusively only resonance stones with an occasional rare item that will also work in them (but items that will not work in them will work in the offhand).

At first I assumed this was likely the case with everyone but now I am beginning to wonder if it is just me.
