Can't get Barrow Demolition Quest

For some strange reason Harper stopped giving me a quest for Barrow Demoliton - only "Common Cause" and "Culling the cultists" usually it appears after i take common cause - but not now. Is there any way to get it?

    You have to talk to the Harper first, and then talk to the NPC hanging out seated next to her (pretty sure it's him)...he gives you the barrow quest if she's got you in Ebon for "Common Cause". Be sure to click through "Continue" in the conversation script with him to get the quest. If she's got you in Rothe, go talk to the seated Ranger nearby. Etc, Etc. Unless they've changed that too. I've not run Ebon or any other ToD dailies since Mod 6 came out.

    Somehow the quest exclamation marker above the NPC you need to talk to after getting Common Cause from Harper. The quest is there, but the marker is not showing.
