I did the first one. The second requires a quest in Ebonn Downs, an area I'm well past, and there are no quests available in the zone.
There are 5 Harpers all in the same general area in PE as the one who started you on your way. Each harper has one of the five dragon areas that they start you on and give another quest. You need to talk to the Harper for Ebon Downs, he will send you to the Harper in EB who will give you the quests. Rinse and repeat for each area.
The harper in ED, is near the dragon. He is the only NPC kneeling
