Building up divine call charges

What skills make good diving-call-charge builder for a healer? Which skills are more effective, and what feats or gear affects it?
Of the at wills, Cure Wounds seems to be the fastest.
Encounters I think are all the same, so those with a lower cooldown will allow faster divine call charge regeneration during a battle. So Sacred weapon, Smite, divine touch and cleansing touch are the best. Avoid encounters like Bane and Bond of virtue, and Absolution that build no charge at all. Vow of Enimity generates only a little charge, more or less like an at will use.
Dailies don't generate any charge.
