Belt/Necklace of Valindra's Guard Can't Refine

Anyone else have this problem? I can't seem to put belts/amulets into my Valindra belt or my Valindra amulet. They go just fine into my off-hander.

    I can only put level 70 belts and amulets into my artifact belt and amulet.

    Well, I CAN refine my artifact belt into it. So maybe it's working as intended. Which is just infuriating.
