mainhand instead of off-hand for quest reward

I have finished all the quests in Spinward rise and completed seed of air. The reward i got was a, level 60 to use, artifact orb - just like the one i got for the ToD campaign task. on preview and on the collection page the off-hand artifact comes from seed of air. Is this a bug or WAI?

update: got off-hand arti from quest from knox, it's lvl 70 to use.

what did other ppl get as the reward for seed of air - main hand or off hand? And where is the level 70 to use weapon?

    The completion of Spinward Rise gives artifact mainhand. The offhand you get from the quest you'll receive from Sergeant Knox after levelling to 70. Even in the collection, the offhand is for lvl 60 while the mainhand for lvl 70.
