elemental water seed

Anyone know where I got this and/or where the "no crevice" quest is or will be?

    i go air fire and earth seed from corresponding maps.... (Not the seed from daily Protectors enclave Dailies)

    WATER seed i havent even past 4 vigilance encounters...Coz npc aint giving me missions anymore. I aborted the the quest hoping it will renew so i can debugged it... sadly NO quest for drowned area for me..HOpe they fic it.

    Do you have Vigilance Quests from other areas? If so, they count against your four quest limit.
