Questions abt Elven Battle Enchantment

With so much controls in M6 Elven Battle seems good for PvP.
Any1 can ask my questions about it?
1. Transcendent decrease slow, disable, immpbilize and stuns. So it applies to all available players
controls expect prone, am I right?
2. Last time i tested it summer 2014 and it was bugged - doesn't work above greater. Does it works correctly
now (especially pure and trancsendent) ?

trancendent works. Doesn't affect prones in my experience

Seems that after the last patch is bugged again, can't notice the reduction of cc now.

For me it works at perfect as intended. But I can't say anything about pure and transcendent.
